MINISTRY OF DIGITAL LAUNCHES NEW RAKYAT DIGITAL PORTAL, REINFORCING COMMITMENT TOWARDS BECOMING AN AI NATION BY 2030
KUALA LUMPUR, August 11, 2026 – The Ministry of Digital welcomes the official announcement made by the YAB Prime Minister during the launch of AI Malaysia Berhad on 28 July 2026. Following the announcement, the Minister of Digital, YB Gobind Singh Deo, today launched the new Rakyat Digital portal at the Malaysia AI Takeover 2026 (AIMTO_26) event.
The Minister of Digital emphasized that the Prime Minister's announcement proves the MADANI Government's commitment to ensuring Malaysians are prepared to face an AI-driven future. In line with Malaysia's aspiration to become an AI Nation by 2030, the government must ensure that every citizen has the opportunity to build the necessary skills, confidence, and capabilities. By combining access to Artificial Intelligence (AI) tools with structured learning, it creates a pathway for more Malaysians, particularly the youth, to develop practical AI skills, foster lifelong learning, and contribute meaningfully to the digital economy.
The New Rakyat Digital
Rakyat Digital is Malaysia's Digital Learning Hub, brought to you by the Ministry of Digital and powered by MyDIGITAL Corporation. It will expand the user experience by consolidating various digital initiatives into a single account, thereby empowering Malaysians with the knowledge, skills, and digital tools needed to thrive in the digital economy.
The new Rakyat Digital portal is driven by the 3A approach:
•Awareness: Building foundational digital literacy and AI awareness through the Digital Literacy Hub—free courses;
•Access: Connecting citizens to learning opportunities, future skills, and recognized certifications through the Digital Skills Hub—free and paid courses, and the Global Learning Pass—free pass; and

•Adoption: Encouraging practical application through the AI Builder Hub, Digital Tools Hub, and capability assessment programs.
This initiative is implemented using a whole-of-nation approach based on collaboration between the Government, industry, academia, the general public, and community/talent development partners. This inclusive step ensures outreach to rural communities, senior citizens, youth, the persons with disabilities (PWD) community, as well as Micro, Small, and Medium Enterprises (MSMEs), so that no one is left behind.

Malaysia's Vision Towards 2030: Digital Talent and Society
Malaysia's journey toward becoming an AI Nation by 2030 is anchored on four (4) main pillars: AI as a foundational technology, data and digital assets with programmable value, highly connected smart autonomous systems, and a technology-centric society. To achieve this vision, the Ministry of Digital is focusing specifically on two (2) strategic pillars of the Malaysia Digital 2030 Action Plan (MD2030):
•Pillar 4 (Digital Talent): Preparing the public to work and interact confidently with technology. Key targets include achieving an 80% digitally literate population, reskilling 700,000 workers, and providing alternative learning pathways alongside a National Learning Platform/Digital Skills Wallet to create an agile workforce transition.
•Pillar 5 (Digital Society): Ensuring the equitable translation of digital advancement to rural areas, underserved communities, and underrepresented groups, including the target of producing 5,000 rural digital entrepreneurs.
In line with the announcement made by the YAB Prime Minister at the AI Malaysia Launching Ceremony, 100,000 Malaysian youths (aged 18 to 30) who complete selected learning modules under the Rakyat Digital portal will receive free three-month access to leading generative AI applications starting 31 August 2026, subject to phased implementation as well as terms and conditions. Eligible youths are required to complete learning modules covering AI Safety, CyberSAFE for the Public, Generative AI, Agentic AI, Cloud for the Public, as well as a new module on Malaysia MADANI values and principles.
AI driven upskilling and reskilling are central focuses of the Malaysia Digital 2030 Action Plan and the National AI Action Plan 2026–2030 to address the challenges of AI, which is expected to reshape the employment landscape across various sectors.

By instilling a culture of lifelong learning, this initiative is essential to support the local workforce in transitioning into high value, future ready roles, thereby ensuring Malaysians remain relevant and competitive in an AI-driven economy.
In connection with this, through the Global Learning Pass, the government is also offering free three-month access to the premier online learning platform, Coursera, specifically for 100,000 Malaysians. This implementation will be divided into four cohorts, with the first cohort involving 25,000 participants set to begin on 16 September 2026. Registration is now open at www.rakyatdigital.gov.my.
AIMTO_26 Unifies the Ecosystem and Empowers AI Learning
AIMTO_26, supported by the Ministry of Digital and MyDIGITAL Corporation as a strategic partner, is an event that brings together various stakeholders to shape the nation's AI future through the integration of national strategies, startup innovations, and everyday technology adoption. The event, currently taking place at The Campus, Ampang, hosted the AI Learn-a-thon on 12 August 2026, a guided and collaborative hands-on learning program to rapidly upskill in AI, while aiming for a record-breaking attempt in The Malaysia Book of Records for the Largest AI Learn-a-thon category (more information at www.aimto.my).
The launch of the new Rakyat Digital portal reinforces the Ministry of Digital's ongoing commitment to driving the MADANI Government's agenda under the 13th Malaysia Plan (RMK13), MD2030, and the National AI Action Plan 2026–2030.
